Cold Weather Rule
The Cold Weather Rule was developed by the Minnesota Public Utilities Commission to help protect residential energy customers from service disconnection from October 15 through April 15 due to non-payment, provided the disconnection would affect the customer's primary heating source. Customers need to contact their heating provider to request protection from the cold weather rule.

Energy Assistance Program
Assistance through Community Action Partnership of Ramsey and Washington Counties
Assists participating households to maintain affordable, continuous and safe home energy, which includes bill payment assistance, intervention in energy crisis situations, outreach to under-served populations, advocacy for and information about utility consumer rights and referrals. EAP also assists with weatherization.
Heat Share
The Salvation Army provides emergency assistance with heating and utility bills on a year-round basis.
Power On
Energy Cents works with customers to make utility bills more affordable, encourage customers to make consistent payments and to lower the costs associated with the utility's attempt to collect payments from customers with limited resources.
