Outlot A development

The Joint Development Authority (JDA) is working with Ryan Companies as the developer for Rice Creek Commons/TCAAP Outlot A, a 40-acre parcel located within Rice Creek Commons. The parcel is zoned for commercial use under the City of Arden Hills’ TCAAP Redevelopment Code. Ryan Companies was selected as developer in late 2023 and signed a purchase and sale agreement (PSA) with Ramsey County in January 2024.
Since entering into the original purchase and sale agreement in 2024, Ryan has marketed Outlot A as build-to-suit property that can accommodate 400,000 to 600,000 total square feet across the full 40 acres. Located alongside Interstate 35W, Outlot A offers convenient visibility and access to both downtown Saint Paul and Minneapolis. The parcel will connect to the Rice Creek North Regional Trail for bicycle and pedestrian access, and Ryan expects to incorporate green space and outdoor gathering areas throughout the development.
Timeline:
April 2023: Request for Development Interest issued.
October 2023: Ryan Companies selected as developer for Outlot A.
January 2024: Ramsey County Board approved and executed a Purchase and Sale Agreement (PSA) with Ryan Companies for TCAAP Outlot A.
March 2025: JDA approved entitlements for a 10-acre Phase 1 of the Outlot A development.
April 2025: Ramsey County Board approved an amendment to the PSA with Ryan Companies, enabling them to close on Phase 1 shortly
Updates
On March 17, 2025, the JDA approved the land use submittals for phase 1 of development at Outlot A.
On April 1, 2025, the Ramsey County Board of Commissioners voted unanimously to approve an amendment to the purchase and sale agreement with Ryan Companies US, Inc. for the phased development of Outlot A. The amendment finalizes terms for an approximately 10-acre portion on the north end of Outlot A. Ryan is proposing a 157,000-square-foot advanced technology project for the 10 acres, which will be considered phase one of Outlot A development.
While the project is still in a due diligence period, Ryan could present a final development agreement to the Joint Development Authority (JDA) – a group of elected officials from Ramsey County and the City of Arden Hills that oversees Rice Creek Commons redevelopment – for review at its April 7 meeting. The project received initial approval from the JDA in March. Closing on the first phase of 10 acres is expected by April 30.
