Eligible activities

Environmental remediation activities and associated costs such as: 

  • Soil cleanup 
  • Groundwater cleanup 
  • Soil vapor mitigation 
  • Asbestos abatement 
  • Lead-based paint abatement 

Environmental assessment activities: 

  • Phase I Environmental Site Assessment (ESA), including update on expired RAP 
  • Phase II ESA or additional follow-up investigation activities required by MPCA or needed to support the project, including subsequent rounds of sampling 
  • Regulated building materials survey  
  • Limited environmental sampling 
  • Response Action Plan (RAP) development 
  • Radon testing (in limited-situations)

*An Emerging Developer is defined as any individual or entity that has owned and/or developed no more than five housing or commercial properties, including mixed-use, in the state of Minnesota in the last 10 years as a sole proprietor or under other business entities.
