Budget & Finance

Ramsey County uses its two-year (biennial) operating budget to monitor revenue and expenses, and to improve financial management and strategic planning. The Capital Improvement Program (CIP) is used to fund projects such as major equipment purchases and construction or renovation of facilities. Annual financial reports present the county's financial position, along with historical trend data and demographic information.

Proposed 2026–27 biennial budget information

Ramsey County’s proposed 2026-2027 budget process advances the vision, mission and goals established by the Board of Commissioners and the strategic priorities outlined in the County's strategic plan.​

Budget proposals from service teams will include and focus on the following:

  • Prioritizing County responsible services
  • Operating as One Ramsey County
  • Investing in organizational excellence
  • Advancing partnerships
  • Supporting long-term fiscal health

Sept. 16 1–4:30 p.m. Information and Public Records budget presentation.
Sept. 18 9 a.m.–5 p.m. Economic Growth and Community Investment budget presentation.

Participation

Ramsey County strongly encourages public input throughout the 2026-2027 budget process. There are several ways to participate:

  • Attend a public hearing:
    Share your feedback directly with the Board of Commissioners at scheduled budget hearings. Meetings are available in person only.
    • Sept. 22, 2025 – Preliminary budget hearing. 
      • Free parking vouchers will be provided to attendees who park in the Victory Ramp ( 344 Wabasha St. N).
        County staff will be waiting outside chambers to distribute vouchers.
    • Dec.11, 2025 – Final budget and levy hearing
      • Interpreters will be provided upon request; please contact the Chief Clerk by Dec. 1 to make arrangements in advance.

Record of Public Testimony

  • All testimonies submitted to the Chief Clerk’s Office by Sept. 18 will be documented.
  • Testimonies received after Sept. 18 will be shared with all commissioners and stored as public records.
