Administrative Citations
Administrative citations are a tool the county uses to make sure its ordinances are followed. They are a non-criminal penalty which may be issued to a person or business when ordinance rules are broken. The penalty includes a fine amount that varies depending on the rule broken. Administrative citations are covered in section 6 of the Ramsey County Administrative Ordinance.
Not following the requirements of county ordinances may result in an administrative citation being issued. These are the current civil penalties for ordinance violations:
What to do if you receive a citation
Review the information on the citation you received, it will include which ordinance rules were broken, the amount of the fine and options for responding. These response options are:
- Admit the rules were broken and pay the fine or
- Request an appeal with a hearing officer
It is important to respond to the citation in one of the ways above. Not responding may result in the administrative citation turning into misdemeanor criminal charges.
Paying the fine
When paying online, make sure to have the citation with you to provide the citation number and date issued.
If mailing payment, do not send cash through the mail. Only provide check or money order made to “Ramsey County” and provide the citation number in the memo line.

Requesting an appeal
If you wish to have your citation case reviewed by a hearing officer to determine if a rule was broken, you may submit an appeal request here:

The hearing officer who hears your case is not a county employee and is a neutral party. They will review information provided by you and the county to decide whether a rule was broken. After requesting an appeal, you will be contacted by the county department that issued your citation with more information about assigning the case to a hearing officer.
