As required by the Americans with Disabilities Act (ADA), Ramsey County Public Works is updating the ADA Transition Plan for pedestrian facilities within the county’s public right-of-way, as well as Public Works’ communications, services, activities, policies, and procedures.

Pedestrian facilities are the places and pathways designed to allow people, not motor vehicles, to move safely. And the public right-of-way are places that must allow everyone to pass through.

What is included?

The plan identifies the following Ramsey County pedestrian facilities within the county’s public right-of-way and whether they meet ADA requirements:

  • Curb ramps.
  • Crosswalks.
  • Sidewalks.
  • Shared-use paths.
  • Traffic control signals.
  • Pedestrian flasher systems.
  • Stairs.

The plan outlines how Ramsey County Public Works will make all relevant assets ADA compliant, including timelines and funding sources.

What is not included?

The plan does not include:

Join Ramsey County Public Works and the Saint Paul Mayor's Advisory Committee for People with Disabilities (MACPD) for an open house on Nov. 19, 2024, at the Rondo Community Library from 3:30-6:30 p.m. Learn more about the plan and share your feedback directly with project staff. If you require reasonable accommodation to participate in the open house, please contact the project team at 651-286-8472 or by email at least one week before the open house.

Public comment period

We expect to release a draft of the ADA Transition Plan this fall followed by a 60-day public comment period. The public comment period will run from Nov. 19, 2024, to Jan. 18, 2024. Public feedback will be incorporated into the ADA Transition Plan that will be presented to the Ramsey County Board of Commissioners in early 2025. Please refer back to this page for the latest information.

A timeline starting with an open house on Nov. 19, another on Dec. 12, and a presentation of the plan in early 2025. The public comment period spans from Nov. 19, 2024 until Jan. 18, 2025.
