The Ramsey County Board of Commissioners has scheduled the public hearings and public comment openings listed below.

Public Hearing on 2025 Supplemental Budget

A public hearing will be held Dec. 11 at the Hallie Q. Brown Community Center, 270 N. Kent St., St. Paul, Minnesota. Doors open at 5:30 p.m. and the hearing begins at 6 p.m.

The hearing will be in person only. Interpreters will be available for American Sign Language, Spanish, Hmong, Somali, Oromo, and Karen.

Notice of Intent to Request a Release of Funds – Harriet Tubman Center East Window Project

On or about December 30, 2024 the Ramsey County will authorize the Tubman Center to submit a request to the U.S. Department of Housing and Urban Development (HUD). For the release of Community Projects Funding under Title II of the Consolidated Appropriations Act of 2022 to undertake a project known as the Harriet Tubman Center East Window Project for the purpose of replacing the windows at a transitional housing facility located at 1725 Monastery Way, Maplewood, MN 55109. The estimated cost of the project is $850,000.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at 15. W. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Ramsey County. All comments by December 30, 2024 will be considered by the Ramsey County prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The Ramsey County certifies to HUD that Josh Olson in his capacity as Director of Community and Economic Development consents to accept the jurisdiction of the Federal Courts if an action is brough to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies responsibilities under NEPA and related laws and authorities and allows the Tubman Center to use Program Funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the Ramsey County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Ramsey County; (b) the Ramsey County has omitted a step of failed to make a decision of finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient of other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 212 3rd Ave S., Suite 150 Minneapolis, MN 55401. Potential objectors should contact HUD to verify the actual last day of the objection period.
