CHIPS and Paternity Representation Professional Service Solicitation

This solicitation establishes a Child in Need of Protection or Services (CHIPS) panel of attorneys to perform all duties required in representing eligible individuals in juvenile court starting in January 2025. This solicitation likewise establishes a panel of attorneys representing eligible individuals in paternity actions in family court.

Each attorney will appear in all proceedings in Ramsey County. In CHIPS matters, pursuant to Minn. Stat. Sec. 260C.163, subd. 3(c) and (e), in all child protection proceedings where a child risks removal from the care of the child’s parent, guardian, or custodian, if the parent, guardian, or custodian desires counsel and is eligible for counsel under 611.17, the court shall appoint counsel to represent them prior to the first hearing on the petition and at all stages of the proceedings.

In paternity matters, pursuant to Minn. Stat. Sec. 257.69, subd. 1, the court shall appoint counsel for a party who would be financially unable to obtain counsel under the guidelines set for in section 611.17; the representation of appointed counsel is limited in scope to the issue of establishment of parentage.

The county may interview any or all proposers at its discretion. If an applicant is asked to participate in an interview, they will receive another score out of 100 points that will be added to their application score.

Selected attorneys will sign a Professional Service Agreement with Ramsey County.
