The Ramsey County Correctional Facility houses and provides programming for men and women sentenced up to one year in Ramsey County.
Community Alternatives Program
The Community Alternatives Program (CAP) provides electronic monitoring for eligible probation violations or probation sanctions.
CAP also services Treatment Court sanctions and general annual electronic monitoring court orders. Clients interested in the program are required to contact program coordinator immediately after sentencing to begin the application process.

Electronic home monitoring
Electronic Home Monitoring (EHM) service includes GPS devices, alcohol monitoring devices, and geographical restrictions.
Eligibility requirements:
- Must be authorized by your judge.
- Minimum of 14 days but a maximum of 150 days to serve.
- Stable housing.
Domestic Abuse Unit (DAU) clients are Electronic Home Monitor eligible at the RCCF unless:
- They have committed a new person offense.
- They have committed a technical violation involving a victim.
- They live outside a 75-mile radius of Saint Paul.
Terms which will not allow participation in EHM:
- Felony conviction in the last three years.
- Person offenses in the last two years.
- Active warrants or holds.

Work/school release
The work/school release program allows eligible clients to continue their job or attend college while serving their sentence at RCCF.
School release terms:
- Clients must provide a tuition receipt, class schedule and/or HS/GED counselor confirmation.
- Students under the age of 24 will be allowed to attend GED or HS classes (special education students may be older than 24).
Work release terms:
- Two weeks confirmed continuous employment upon admission to program.
- Court has authorized work release.
- Minimum work hours 20 per week.
- Work hours cannot exceed 60 hours including travel time.
- Must be employed within a 75-mile radius of St. Paul.
- Travel time to work and from work must not exceed 1.5 hours.
- Client’s supervisor must be available by phone or client must be available for on-site check.
- Must sign agreement for work release.
- Self-employed clients must provide a 1099 and/or legal business documents.

Sentence to Service
Sentence to Service (STS) is an alternative to incarceration, fines or probation sanctions. STS clients work on nonprofit community service projects that benefit the community. Chemical health and mental health services are integrated into the STS program as enhanced services. Enhanced services are available through our partnership with RS Eden and available to clients upon request.
Eligibility:
- Judicial authorization/sanction.
- Sentencing, probation sanction/misconduct and probation violation.
- Stable health – Worksites are physical in nature.
- 45-day maximum (subject to change based on agent assessment).
- No active warrants/holds or termination from STS within past year.
Disqualifying offenses include: Murder, Manslaughter, Aggravated Robbery, Kidnapping, First Degree Assault.

Admissions
If ordered to report on your own to the Adult Corrections Facility, it is your responsibility to report on the date and time issued by the court. Only your sentencing judge may change the report date.
When turning yourself in, you must:
- Be on time.
- Be drug and alcohol free.
- Bring a copy of the commitment issued by the court.
All residents are given a hygiene bag after being admitted.
Items you may bring:
- Cash or money orders. Personal checks will not be accepted.
- Current prescription medications or devices.
- Prescription glasses or contact lens and case. Solution is provided by the facility.
- Photographs (4”x 6” maximum size).
- A paper list of phone numbers you may want to call during your stay.
- You will not be able to wear jewelry, including body piercings.
Females are not allowed to have acrylic or gel nails, make-up (except for Work Release), cosmetic contact lenses, false eyelashes or wigs. Any hair weaves must be secured to the head with glue or you will have to remove them.
Releases
Most residents are released from the Ramsey County Correctional Facility at 7 a.m. If you are picking someone up, wait in the parking lot. Some residents are released later in the day due to discipline or by court order. Make sure you know when the person you are picking up is being released.

- 7 a.m., Monday - Sunday
Men
- 7 a.m., Monday - Friday
- 8 a.m., Saturday and Sunday
Personal belongings
Residents will not be allowed to release property after admission, and are given one opportunity during the admission process to release any property in their possession to a family member or friend. These items will be mailed to family or a friend at no cost to the resident.
Do not bring any extra clothing or property. You are not allowed to leave your vehicle in the RCCF parking lot during your incarceration. If possible, leave your car and house keys with a trusted family member or friend in case there are matters that need attention during your stay.
Money
Cash or money orders may be deposited by family or friends into an account in your name at the kiosk in the front lobby, Monday through Friday from 8 a.m.-4 p.m.
Deposits can also be made for a fee online after your admission so that you can purchase canteen items.
Canteen
Canteen is a method in which items that are not allowed to be brought into the facility can be purchased from the money in your facility account. Items include food, drinks and toiletries.
Classification
All residents committed to the RCCF have a classification interview and are assigned a custody level, living unit and work assignment based on risk/needs criteria. Additional follow-up interviews with a caseworker will focus on treatment and program services that address each resident’s needs.
Programming
The Ramsey County Correctional Facility offers a variety of programs for residents who want to get their GED, learn new skills, begin a recovery program or explore their faith.
- Men’s and women’s learning centers: The centers provide adult basic education programs in reading, writing, math and GED prep.
- Health care: Health care professionals work with residents onsite to provide access to medication, test for diseases, collect lab work, promote good health care habits, assist with evaluating suicidal tendencies and provide, dialysis, physical therapy, and OB/GYN services. Health and medical information about residents are private and cannot be shared with anyone, not even the family.
- Recovery programs: Programs are available for residents dealing with alcohol, drug or other addictions.
DNA sample collection service
DNA Sample Collection Service (Offender DNA Database) is only available with a court order and referral from a supervising agent or the court.
