Permit to Carry Applications are accepted by appointment only. All appointments must be made online at https://ramseycountysheriffsoffice.fullslate.com/ . If you have any questions you can call us 651-266-9670 between 8am and 4pm Monday thru Friday, excluding holidays.

The Gun Permit Unit of the Ramsey County Sheriff's Office handles all new and renewal permits to carry firearm applications as mandated by the State of Minnesota. As part of the application process, this unit conducts a rigorous background investigation on each applicant. The applicant’s file is then assigned to an investigator who reviews it for any criminal record or possible public safety concerns. Additional follow-up may be needed depending on the results of the background. If no record or concern is discovered and the applicant qualifies under state law, a permit to carry a firearm is issued.

The Gun Permit Unit is located on the first floor of the Law Enforcement Center, 425 Grove Street, Saint Paul, Minnesota 55101.

The Gun Permit Unit also ensures that current permit holders retain their eligibility to carry a firearm. The tasks performed by this unit make certain that those people issued a permit to carry are not criminals or dangerous individuals, and that they meet the statutory requirements.

Applications can be submitted Monday through Friday (except holidays) between 8 a.m. and 4 p.m. by appointment only.

Applicants must submit:

  • A completed application form.
  • The original certificate of completed authorized training, and a legible copy. Training must be completed within one year prior to the date of the application.
  • A current driver’s license, state identification card or photo page of a passport and a legible COLOR copy.
  • Proof of residency via driver’s license or passport. The driver‘s license must be in compliance with §171.11 and reflect the applicant’s current address. If using a passport the applicant must bring in two pieces of official mail received at their residence within the last 30 days. 

Applicants must bring their actual valid driver’s license, ID or passport and certificate of training so that the Sheriff's Office staff can verify the accuracy of submitted photocopies. If using a passport applicant must bring in two pieces official mail received at their residence within the last 30 days.

The application fee is payable by cash or credit card. Cashiers checks are accepted as well however no personal checks.
