Court & Security Services Division
The Ramsey County Sheriff’s Office provides a number of mandated services to, and on behalf of, the Minnesota Court System. The majority of these services are provided through the the Court and Security Services Division.
As required by statute, this division is responsible for court security, civil process and human service security for various Ramsey County buildings. The Court and Security Services Division also oversees the Community Resource Center, which assists the public with criminal history requests, gun permits, and warrants.
Civil Process Unit
The Civil Process Unit handles and serves all legal papers as required by law. Civil papers are served on behalf of individuals, private attorneys, the Court, and county departments and agencies. While there are over 300 different types of papers served by this unit, some of the most frequent are orders for protection, foreclosure notices, civil and criminal subpoenas, petitions for dissolution of marriage and eviction notices.
The Civil Process Unit also conducts sales of personal and real property, including mortgage foreclosures sales. As directed by the court, the unit performs evictions of tenants and seizes money through bank levies and wage garnishments, as well.
Court Security Unit
The Court Security Unit provides law enforcement and security services to the Second Judicial District (Ramsey County). Minnesota’s unified court system has the general jurisdiction to hear all types of civil and criminal cases. Operating at five different locations across the county, the Court Security Unit secures courtrooms, maintains order during court, escorts and transports in-custody persons to and from court and ensures the safety of all persons in and around the courthouse, including victims, witnesses, judges, prosecutors, defense attorneys and court staff.
The five locations this unit serves include
- Ramsey County Courthouse (15 West Kellogg Boulevard, Saint Paul).
- Arraignment Court at the Law Enforcement Center (425 Grove Street, Saint Paul).
- Probate Court at the East Metro Behavioral Health Crisis Center (402 University Avenue East, Saint Paul).
- Suburban Courthouse (2050 White Bear Avenue, Maplewood).
- Juvenile and Family Justice Center (25 West 7th Street, Sain Paul).
The Court Security Unit also provides Law Enforcement Center security for the public areas and, with the Detention Services Division, coordinates the scheduling of inmates for court, facilitates attorney-inmate interviews, and responds to emergencies. At the Juvenile and Family Justice Center, deputies serve as bailiffs in Juvenile Court, where youth have been petitioned to court for status offenses and criminal acts.
Criminal History Unit
The Criminal History Unit maintains and disseminates criminal history information on all persons arrested in Ramsey County. Working with local, state and federal agencies, criminal history information and booking photos are made available to assist in the arrest, charging and sentencing process of known criminals.
In accordance with the Minnesota Data Practices Act and applicable laws, this unit also provides records to the public and to employers mandated to check criminal history records prior to employment.

Gun Permit Unit
The Gun Permit Unit is responsible for providing services related to purchasing or transferring a handgun as well as permits to carry a handgun in accordance with Minnesota and federal laws. These services are provided to residents of Ramsey County.

Human Services Security Unit
The Human Services Security Unit provides law enforcement and security services at various Ramsey County buildings and is housed at the Ramsey County Government Center East building. In addition to ensuring the safety of employees and community members who conduct business with Ramsey County, this unit responds to emergencies and medical calls, and patrols the inside and outside of county buildings.
Transport Unit
The Sheriff's Office Transport Unit is responsible for moving people who are in our custody to jail, prisons, medical facilities, and other facilities.
In 2017, our transport deputies made 5,011 trips to more than 150 different destinations, transporting over 9,000 people, and covering almost 320,000 miles.
Warrants Unit
The Ramsey County Sheriff’s Office Warrants Unit processes all warrants that are issued by Ramsey County District Court as required by state statute. This includes entering and removing warrants into and from state and federal databases while providing timely, accurate and non-biased information to the community and law enforcement agencies regarding individuals with outstanding warrants.
An arrest warrant, which calls for the immediate apprehension and arrest of a person, is issued by a district court judge as a result of a suspected commission of a crime and/or failure to follow an order of the court, such as a violation of probation or pre-trial supervision.
