Hazardous Waste Licensing
All businesses that generate hazardous waste must have a license according to Ramsey County's hazardous waste management ordinance (PDF).
Apply for an annual license (most common)
If your business generates hazardous waste occasionally, sporadically or annually, you need an annual license from the county.
- Step 1: Get a hazardous waste ID from the Minnesota Pollution Control Agency.
- Step 2: Fill out a hazardous waste generator license application (PDF). If needed, use extra pages (PDF) for your waste management plan.
Apply for a one-time license
If your business needs to dispose of hazardous waste one-time only, you need a one-time license from the county.
- Step 1: Get a hazardous waste ID from the Minnesota Pollution Control Agency.
- Step 2: Fill out a one-time hazardous waste generator license application (PDF).

- Download and save the PDF file to your computer before completing it. Do not complete it in a web browser, as it will not save.
- As you fill out the form, save it often to your computer.
- Email the completed form to [email protected].
Pay license fees
- Use a checking/savings account or credit/debit card.
- Use the statement number found on your fee statement.
- Create a separate transaction for each fee statement paid.

Closing, moving, changing owners
If your business closes, moves or changes ownership, let your hazardous waste inspector know as soon as possible. Your inspector will help you close your account and/or apply for a new license.
- Licenses are site-specific and not transferable.
- Hazardous waste must be disposed of before moving to a new location.
- Your inspector will conduct a "closure" inspection if needed.
Renewing your license
Your hazardous waste license is renewed every year as long as your business continues to generate, store or manage hazardous waste.
To renew your license, fill out your hazardous waste annual report (emailed automatically every January) and pay your license fee.
Common questions
What does my license fee pay for?
The fee pays for your license, which allows you to generate and store hazardous waste at your business. It is not a fee-for-service.
How are fees assessed?
Your initial fee statement includes a one-time application fee.
All generators (except dentists and chiropractors) pay a volume-based fee. In addition to a base fee, you're charged a per-gallon fee for each gallon generated. The first ten gallons are free. Fees can vary depending on method of disposal.
Dentists and chiropractors pay a flat fee (not based on volume).
How do I pay my fee statement?
Pay online or mail a check/money order to Environmental Health Division, PO Box 64045, Saint Paul, MN 55164. Pay your fee statement by the due date listed.
Are there penalties for late payments?
Yes, if your payment isn’t submitted by the due date, you will be charged a 25% penalty (minimum of $25). Payment of the original license fee plus penalty is due immediately upon receipt.
How can I reduce my license fee?
You can reduce your fee by reducing the amount of hazardous waste you generate. Consider changing processes, products or equipment to decrease hazardous waste generation. Your inspector can provide you with information on waste reduction and pollution prevention. Other resources include the Minnesota Technical Assistance Program and the Business Pollution Prevention Program.
