Hazardous Waste Licensing
Ramsey County's hazardous waste management ordinance (PDF) requires all businesses that generate hazardous waste to have a license.
Types of licenses
Annual license
If your business generates hazardous waste occasionally, sporadically or annually, you need an annual license from the county.
- Step 1: Get a hazardous waste ID from the Minnesota Pollution Control Agency.
- Step 2: Fill out a hazardous waste generator license application (PDF). If needed, use extra pages (PDF) for your waste management plan.
One-time license
If your business needs to dispose of hazardous waste one-time only, you need a one-time license from the county.
- Step 1: Get a hazardous waste ID from the Minnesota Pollution Control Agency.
- Step 2: Fill out a one-time hazardous waste generator license application (PDF).

The license applications are now a fillable PDF form. Please review the following instructions for successfully completing the application:
- Use only the latest version of Adobe Reader to complete fillable PDF forms. To download the free Adobe Reader https://get.adobe.com/reader/
- Before completing the document SAVE the form (PDF format) to a location on your computer, like the desktop or a folder. Right click on the form and click “Save as” and SAVE to your computer.
- Once you have saved the form to your computer, you are ready to complete the form.
- Open the fillable form.
- After you have completed the form, SAVE the file to your computer.
- When ready, attach the completed form to an email and send to [email protected]
- Do not complete the form online within your web browser; your data will NOT be saved. Please save it to your computer first, and then fill it out.
Renewing your license
As long as your business continues to generate, store or manage hazardous waste, Ramsey County will send you your license renewal application each January.
Pay license fees
Pay by mail
License fees can be paid by mailing a check or money order to:

Pay online
License fees can be paid online with a checking or savings account or credit or debit card.
- You must have a statement number to make online payments (found on your fee statement or in related emails). Payments cannot be applied to your account without a valid statement number.
- Only one fee statement can be paid at a time.
- To pay multiple fee statements online, you must make a separate transaction for each.
Changing ownership or location
Licenses are not transferable. You will need to apply for a new license under the current ownership or at the new location. Hazardous waste must be disposed of before moving to a new location.
Business closing
You will need to properly remove and dispose of hazardous wastes and hazardous materials before you leave the site. Call to schedule a closure inspection, which documents site conditions, before your departure.
Common questions
What does my license fee pay for?
Your hazardous waste generator license fee pays for your license, which allows you to generate and store hazardous waste at your business. It is not a fee-for-service.
Are the fees prorated if I sign up in the middle of the license year?
No, Ramsey County's Administrative Ordinance does not allow for prorating of licenses.
How are the fees assessed?
Your initial billing statement includes an application fee. This is a one-time fee.

License fees are based on the volume of waste that you generate. Every business pays a base fee. After the first 10 gallons, your business is then charged a per-gallon fee for each gallon generated. Different fee schedules apply to wastes that are shipped off-site for disposal and wastes that are treated and sewered on-site. -
Self-Audit Program (dentists, chiropractors)
The license fee is not volume-based, but is a flat fee.
I just received my invoice. What do I do now?
- Your invoice must be paid within 30 days of the billing date.

Are there any penalties for late payments?
If your payment isn’t submitted by the due date, your business will be charged a 25% late payment penalty with a minimum penalty of $25. The payment of your original license fee plus the penalty is due immediately upon receipt.
How can I reduce my license fees?
Businesses can reduce their license fees by reducing the amount of hazardous waste they produce. It can simply be a matter of changing processes, equipment or products that are used. The hazardous waste inspector who visits your business can provide you with information on waste reduction and pollution prevention.
