Naloxone Kits

Naloxone, also known by its brand name Narcan, reverses the effects of opioids. There are two types of naloxone: nasal and injectable/intramuscular. Many people keep naloxone with them at all times in case of a health emergency.
Where to get naloxone
Syringe Service Program (SSP)
Clinic 555 Syringe Service Program (SSP) is an anonymous, nonjudgmental place for individuals to get free supplies and additional services. This program is based in harm reduction and is centrally located in downtown Saint Paul.
- Anonymous syringe exchange and disposal.
- Narcan (overdose reversal medication).
- Fentanyl and Xylazine testing strips.
- Wound care.

State Mandated/Required Groups
The Minnesota Department of Health in partnership with Department of Human Services has developed a program to order free naloxone for groups that are now required by law to carry/maintain a supply of naloxone. This mandated group includes: schools, corrections, law enforcement, site-based or group housing support settings and sober homes. Learn more and order state mandated naloxone.

Community distribution pilot project
In December 2023, Public Health launched an initial Naloxone Distribution Pilot project. The goal of the project was to increase access to naloxone for residents who need it. Each kit included two doses of nasal naloxone, instructions about how to administer naloxone and other harm-reduction resources. The printed resources included a QR code that lead to an instructional video “How to use Naloxone” developed specifically for this campaign. It has over 860 views so far. Residents were invited to place online orders for naloxone kits that were mailed directly to their homes.
Orders were accepted from Dec. 11, 2023 - Jan. 26, 2024. In total, 1,571 households received naloxone kits as a result of the pilot project. Throughout the rest of 2024, 910 naloxone kits were distributed to community partners. This distribution project was funded by Minnesota’s settlements with opioid companies.
Naloxone training
Community organizations
Saint Paul – Ramsey County Public Health is offering free naloxone training for Ramsey County community organizations and partners. Public Health staff will come to your location for the training session. Each session lasts approximately 1 hour, depending on the needs of the organization. Each person that attends training will receive a naloxone kit.

Individuals wanting naloxone training can call or visit the Syringe Service Program. Call with questions or walk-in during open hours, appointments are not needed. Syringe Service Program hours.
