Just before 10 pm on December 16, Jeffrey Mintz called 9-1-1 to report he'd been shot while driving down University Avenue in St. Paul. Officers arrived and found him in his car, suffering from an apparent gunshot wound to his chest. He was rushed to a local hospital, where he later died.
